
Dr Kao Kim Hourn calls for global solidarity and responsible innovation as ASEAN deepens AI cooperation with China.
SHANGHAI — The Secretary-General of ASEAN, Dr Kao Kim Hourn, delivered a keynote address at the Opening Ceremony of the 2025 World Artificial Intelligence Conference (WAIC) at the Shanghai World Expo Centre, China.
Centred on the theme “Global Solidarity in the AI Era,” the conference brought together over 1,000 distinguished guests, including senior government officials, international organisation representatives, business leaders and academics, to discuss the transformative role of artificial intelligence in driving global growth and cooperation.
In his remarks, Dr Kao emphasised that AI is redefining economies and societies, presenting both opportunities and risks. He highlighted ASEAN’s efforts to advance responsible AI adoption through regional frameworks such as the Expanded ASEAN AI Guide, and the ASEAN Responsible AI Roadmap.
Dr Kao also welcomed the launch of the China-ASEAN AI Centre and the China-ASEAN Digital Academy, which will foster safe AI implementation and provide upskilling opportunities for businesses and communities across the region.


The Secretary-General urged all sectors — governments, businesses and academia — to collaborate in building trust, transparency and accountability in AI, ensuring that its transformative power is harnessed wisely for the benefit of all.
