ASEAN leaders and partners advanced logistics connectivity through Cambodia’s new Phnom Penh Logistics Complex.
ASEAN Secretary-General Dr. Kao Kim Hourn participated in and delivered a Special Address at the Groundbreaking Ceremony of the Phnom Penh Logistics Complex (PPLC) on 31 August 2026 in Kampong Speu Province, Cambodia. The event highlighted the development of the logistics complex as part of efforts to support ASEAN connectivity, supply chain resilience and regional integration.
The PPLC is a joint initiative involving Singapore’s YCH Group and Cambodia’s Sear Brother Investments. It is the second SuperPort under the ASEAN Business Advisory Council (ASEAN-BAC)’s Smart Growth Connect and ASEAN Smart Logistics Network agenda.
The development supports the implementation of the ASEAN Connectivity Strategic Plan, with a focus on logistics connectivity and supply chain resilience. Through the establishment of the PPLC, the initiative contributes to efforts to facilitate greater regional integration and connectivity within ASEAN.
Dr. Kao Kim Hourn delivered his Special Address during the groundbreaking ceremony, which was attended by Hun Many, Deputy Prime Minister and Minister of Civil Service of Cambodia. High-ranking officials from the Royal Government of Cambodia also participated in the event.
The ceremony was further attended by the Ambassador of Singapore to Cambodia, representatives of YCH Group and Sear Brother Investments, members of ASEAN-BAC, and other partners involved in the initiative.
The PPLC represents the second SuperPort developed under the Smart Growth Connect and ASEAN Smart Logistics Network agenda. Its development is aligned with the broader objectives of the ASEAN Connectivity Strategic Plan, particularly in supporting logistics links and supply chain resilience within the region.
The participation of the ASEAN Secretary-General, together with Cambodian government officials, Singapore’s diplomatic representation and private-sector partners, underscored the involvement of stakeholders from government, business and regional institutions in the development of the logistics complex.
The groundbreaking ceremony in Kampong Speu Province thus provided an occasion for the participating parties to advance the implementation of the PPLC and its role within the ASEAN Smart Logistics Network agenda.
