
Philippines government formalises government push to cut red tape and attract foreign investment.
MANILA, Philippines. – The Philippine government has declared May as “Ease of Doing Business Month” under Proclamation No. 818, signed by President Ferdinand R. Marcos Jr. on 4 March 2025, in a bid to boost investor confidence and streamline bureaucratic processes.
The initiative is led by the Anti-Red Tape Authority (ARTA), which aims to fast-track permits and licences critical for business operations. A full study recommending ways to further expedite these processes is expected to be released by June.
“We are preparing the Philippines to have a business-friendly environment,” said ARTA Director General Secretary Ernesto Perez during a press briefing at Malacañang Palace.
The proclamation reflects the administration’s broader commitment to reducing administrative bottlenecks. President Marcos, speaking at the Gawad Bayanihan sa Pamumuhunan event, summarised this push with a clear message: “Less red tape, more action, more results, more success, more quickly.”
Key agencies involved in the inter-agency effort include the Department of Trade and Industry, the Department of Energy, and the Department of Environment and Natural Resources.
According to ARTA, improving digital infrastructure and expanding renewable energy capabilities are top priorities, with support from international partners such as the Asian Development Bank (ADB), which recently co-hosted a related workshop with the agency.
