The Implementation Agreement builds on the Philippines–Singapore Memorandum of Understanding on Carbon Credits Collaboration signed in August 2024. It marks the Philippines’ first agreement of its kind, while for Singapore it represents its 11th such agreement globally and its third within ASEAN, reflecting growing regional momentum towards cooperative climate solutions.

Officials noted that the agreement is expected to support the development of high-integrity carbon markets, facilitate emissions reduction initiatives, and promote sustainable investment flows between the two countries.
