
Singapore unveiled ambitious tourism and infrastructure plans as the government pledged S$740 million in fresh funding to strengthen the nation’s tourism sector under its Tourism 2040 strategy.
Speaking at the Tourism Industry Conference 2026, Ms Grace Fu, Minister-in-charge of Trade Relations and Minister for Sustainability and the Environment, praised the tourism industry for achieving record-breaking results in 2025 and outlined Singapore’s next phase of tourism growth.
Ms Grace Fu said Singapore welcomed 16.9 million international visitors in 2025, generating S$32.8 billion in tourism receipts. The top tourism markets were Mainland China, Indonesia, and Australia, while Germany, the United Kingdom, and the United States recorded strong year-on-year growth.
She said the strong performance was supported by major events and attractions throughout the year, including the World Aquatics Championships, the opening of the IMBA Theatre at Gardens by the Bay, and the arrival of new homeported cruise ships such as Disney Adventure.
Singapore also maintained its position as Asia Pacific’s Top Meeting City for the 22nd consecutive year, according to rankings by the International Congress and Convention Association.
To support future growth, Ms Fu announced that the government will inject S$740 million into the Tourism Development Fund over the next five years. The funding will support the Tourism 2040 vision aimed at strengthening Singapore as a global business hub, a world-class city, and a resilient tourism economy.
One of the key announcements was the proposed development of a new Integrated Cruise and Ferry Terminal at Straits View near the Marina Bay Cruise Centre Singapore. The proposed terminal could include three cruise berths and up to ten ferry berths, significantly increasing passenger capacity and regional connectivity.
Ms Fu also revealed plans for a new Downtown MICE Hub in the Marina Bay area. The integrated development is expected to include convention facilities, hotels, retail outlets, dining, entertainment, and attractions. The project will complement existing venues such as Marina Bay Sands, Suntec City, and Raffles City.
The government also reaffirmed its commitment to major tourism precinct developments. Under the Greater Sentosa Master Plan, Sentosa and Pulau Brani will be transformed into a world-class tourism destination over the next two decades. New hotels, attractions, waterfront promenades, and green walking trails are expected to be developed.
In northern Singapore, the Mandai Wildlife Reserve will continue expanding with the opening of Rainforest Wild Adventure East on 29 May 2026.
Meanwhile, Orchard Road will undergo further rejuvenation through new art installations, experiential retail concepts, nightlife programmes, and pop-up spaces for local and international brands.
Singapore will also host D23 Asia: The Ultimate Disney Fan Event in 2027, marking the first time the event will be held in Southeast Asia.
Addressing global economic uncertainties linked to the Middle East energy crisis, Ms Fu announced several support measures for tourism businesses. These include expanded marketing partnerships, a new S$5 million Market Access Fund, enhanced support for business events, and an extension of the Hotel Rejuvenation Fund.
She said Singapore’s tourism sector remains important to the country’s global standing and economic growth.
Ms Fu added that despite future challenges, Singapore would continue strengthening its tourism industry through innovation, partnerships, and long-term investment.
