Dr. S. Jaishankar and Dr. Vivian Balakrishnan Lay Foundation Stone for New Indian High Commission Complex in Singapore.

The foundation stone of the new Chancery-cum-Residential Building Complex of the High Commission of India in Singapore was jointly laid by India’s External Affairs Minister Dr. S. Jaishankar and Singapore’s Minister for Foreign Affairs Dr. Vivian Balakrishnan on 19 August 2026. The ceremony marked a new phase in the development of India’s diplomatic and residential facilities in Singapore and highlighted the longstanding bilateral relationship between the two countries.

The ceremony was attended by senior officials, diplomats and invited guests from India and Singapore. High Commissioner of India to Singapore Dr. Shilpak Ambule welcomed the two Foreign Ministers and described the occasion as a significant milestone for the High Commission.

In his remarks, Dr. Ambule said the ceremony represented “the beginning of a new chapter” in India-Singapore relations and reflected the two countries’ shared commitment to strengthening their partnership.

He noted that the presence of both Foreign Ministers made the occasion particularly significant, saying, “The foundation stone laying ceremony is being held in the presence of both the Foreign Ministers who have been the torchbearers of the bilateral relationship for many years.”

The new complex is being developed on a site of approximately 8,700 square metres ir 2.1 hectares. According to the project’s architect, Mr. Steven Siow Kian Shing, the development comprises a four-storey Chancery building and a five-storey residential block providing 17 apartments for full-time staff.

The architectural concept draws inspiration from the forts of Rajasthan, incorporating warm yellow sandstone tones and elements derived from traditional Indian architecture. The design also includes screens intended to filter natural daylight and create patterns of light and shadow throughout the building.

Beyond its administrative functions, the Chancery has been designed to support diplomacy, cultural exchange and community engagement. The complex will include a multipurpose auditorium, exhibition and event spaces, areas for displaying Indian artworks and artefacts, and outdoor facilities for official ceremonies and receptions.

Dr. S. Jaishankar said the new building would carry significance beyond its physical presence in Singapore, noting that “the statement which this building will be making is a statement which will resonate beyond Singapore.”

Reflecting on the evolution of India-Singapore relations, he said the relationship could be measured through several dimensions, including political engagement, trade and people-to-people exchanges. He also referred to India’s diplomatic properties in Singapore, including those at Peirce Road, Raffles Road and Stevens Road, as reflecting the longstanding presence of India in the city-state.

Dr. Jaishankar recalled his earlier tenure as India’s High Commissioner to Singapore and interactions with Singaporean leaders. He said the bilateral relationship had steadily deepened over the years, describing it as “something much closer, something much deeper.”

Dr. Jaishankar described the foundation stone ceremony as “an important step of a longstanding agenda” and said it represented more than the construction of a diplomatic facility, characterising it as “a reaffirmation of our times.”

Dr. Vivian Balakrishnan said the development of the new complex reflected the continuing evolution of India-Singapore relations and the two countries’ efforts to build on their historical ties while addressing contemporary opportunities.

He noted that bilateral relations had “grown significantly over the decades,” underpinned by trust between the two countries and their leaders. He also highlighted the importance of regular ministerial engagement in addressing shared concerns and identifying areas for future cooperation.

Looking ahead, Dr. Balakrishnan pointed to opportunities for deeper collaboration in areas including trade, energy and digital technology. He also underscored the importance of cultural and people-to-people exchanges, referring to joint cultural productions and events that have brought Indian and Singaporean communities together.

He also linked the bilateral partnership with broader regional cooperation, noting Singapore’s preparations to assume the ASEAN Chairmanship in 2027. He said both countries could continue working together to advance cooperation within the region.

Concluding his remarks, Dr. Balakrishnan congratulated those involved in the project and said, “The foundation stone is that we must trust and be impressed by the goodwill and also the clarity of our nation’s future despite all the turbulence.”
