Chinese Foreign Minister Wang Yi outlined a four-point initiative on regional security, economic development, civilisational exchanges and global governance at the seventh Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Baku, Azerbaijan, on 15 October 2026. Representing President Xi Jinping, Wang called on Asian countries to strengthen solidarity and cooperation to address common challenges and advance peace, stability and prosperity.

Wang, a member of the Political Bureau of the Communist Party of China Central Committee, attended and addressed the summit, which was chaired by Azerbaijani President Ilham Aliyev. The meeting reviewed regional security and development issues, progress in implementing confidence-building measures and prospects for cooperation among CICA member states.

Wang described CICA as an Asia-wide platform initiated and developed by Asian countries. He highlighted its commitment to the Five Principles of Peaceful Coexistence, multilateralism and confidence-building measures, while commending Azerbaijan’s efforts during its two-year term as rotating chair.

Noting that Asia accounted for 60 per cent of the world’s population, Wang urged countries to develop a shared sense of responsibility for the region’s future. His four-point initiative called for safeguarding peace and stability, promoting prosperity and revitalisation, advancing mutual learning between civilisations, and improving global governance.

On security, Wang said Asian countries should reject bloc confrontation and pursue a common, comprehensive, cooperative and sustainable approach. On development, he advocated closer alignment between high-quality Belt and Road cooperation and national development initiatives, alongside trade and investment facilitation, reliable transport corridors and secure supplies of essential raw materials, energy and food.

He also called for greater exchanges in culture, tourism, healthcare, women’s affairs, youth, media and think tanks, while emphasising respect for countries’ independent choices of development paths and governance models. On global governance, he urged support for the United Nations Charter and improvements in digital governance, disaster management and public health.

Wang said China would pursue peaceful development under its 15th Five-Year Plan and work with other countries towards an Asian community with a shared future.

Participants agreed to practise multilateralism, address common challenges and protect the shared interests of the Global South. The summit adopted the Declaration of the Seventh Summit of CICA. On the sidelines, Wang also met the foreign ministers of Russia, Bahrain, Türkiye and Palestine, as well as Israel’s president.
