Investment agreement advances electric mobility and domestic manufacturing development in Rwanda.
The Rwanda Development Board (RDB) Chief Executive Officer, Jean-Guy Afrika, signed a Strategic Investment Agreement with Ecofleet Solutions Ltd. and Chery Holding Rwanda Ltd. to establish an electric vehicle (EV) assembly plant in Rwanda. The agreement was signed with Mr Aubin Rukera, CEO of Ecofleet Solutions Ltd., and Mr Mohammed Hady N. Tabriz, CEO of Chery Holding Rwanda Ltd., to support the country’s green mobility agenda, reduce carbon emissions and develop domestic manufacturing capabilities.
The agreement established a framework for the proposed electric vehicle assembly plant, involving RDB, Ecofleet Solutions Ltd. and Chery Holding Rwanda Ltd. The signing brought together the chief executives of the three organisations in an investment initiative focused on electric vehicle assembly and the development of Rwanda’s automotive sector.

Jean-Guy Afrika signed the agreement on behalf of the Rwanda Development Board, while Mr Aubin Rukera represented Ecofleet Solutions Ltd. and Mr Mohammed Hady N. Tabriz represented Chery Holding Rwanda Ltd. Their participation reflected the involvement of Rwanda’s investment promotion institution and the two companies in the proposed project.
The planned assembly facility is intended to contribute to Rwanda’s transition towards greener mobility solutions. By supporting electric vehicle assembly within the country, the initiative is expected to contribute to efforts to reduce carbon emissions while expanding local manufacturing activities.

The agreement also aligns with Rwanda’s broader green mobility agenda, which includes efforts to encourage the adoption of cleaner transportation options. The development of domestic electric vehicle assembly capabilities is intended to support the country’s manufacturing base and its transition towards more sustainable transport.
The Strategic Investment Agreement represents a step towards establishing the proposed facility through the participation of the three organisations. Further details regarding the plant’s location, investment value, production capacity, implementation timeline and expected employment opportunities were not specified in the announcement.
