General Secretary To Lam’s Official Visit Strengthens Cooperation in Key Sectors

Vietnam’s General Secretary To Lam visited Singapore from March 11-13, 2025, marking a significant milestone in bilateral relations. The visit saw the elevation of ties between Vietnam and Singapore to a Comprehensive Strategic Partnership (CSP), reinforcing cooperation in areas such as the digital economy, renewable energy, and security.

General Secretary To Lam received a ceremonial welcome at Parliament House and met with Prime Minister and Minister for Finance Lawrence Wong. Both leaders reaffirmed the strong economic and diplomatic relations between the two nations. They also agreed that the CSP would serve as a foundation for future collaboration in key sectors, including digital transformation and carbon credit trading.

During a call with President Tharman Shanmugaratnam, General Secretary Lam discussed strengthening green and digital economy partnerships. Senior Minister Lee Hsien Loong also engaged in discussions with General Secretary Lam on global and regional issues, further enhancing Singapore-Vietnam cooperation.

Several agreements were signed during the visit, covering areas such as combating transnational crime, digital transformation, and offshore wind power trade. The leaders also emphasized their commitment to the ASEAN Digital Economy Framework Agreement and the ASEAN Power Grid.

One notable outcome was the expansion of the Vietnam-Singapore Industrial Parks (VSIPs), which have played a crucial role in fostering economic cooperation. Additionally, a new orchid hybrid, Papilionanda To Lam Linh Ly, was named in honor of General Secretary Lam and his family.

The two nations pledged to enhance mutual cooperation in defense, cybersecurity, and law enforcement. They also discussed regional security, particularly in the South China Sea, emphasizing respect for international law and peaceful dispute resolution.

Singapore remains Vietnam’s top foreign investor, reflecting strong economic confidence. Prime Minister Wong, in his toast at the official lunch, highlighted the historical depth of Singapore-Vietnam relations and expressed optimism about future collaborations.

As part of the CSP, both countries will focus on infrastructure development, financial sector collaboration, and initiatives in smart and sustainable cities. Prime Minister Wong accepted an invitation to visit Vietnam, further strengthening ties between the two nations.

The visit of General Secretary To Lam marks a new chapter in Singapore-Vietnam relations, paving the way for deeper cooperation in emerging fields and reinforcing their shared commitment to ASEAN’s stability and growth.
