At the 2025 Foreign Service Scholarship Award Ceremony, Minister for Foreign Affairs Dr Vivian Balakrishnan outlined the global challenges and responsibilities facing Singapore’s next generation of diplomats.

SINGAPORE – Six scholars were formally welcomed into the Ministry of Foreign Affairs (MFA) at the 2025 Foreign Service Scholarship Award Ceremony on 6 August 2025, where Minister for Foreign Affairs Dr Vivian Balakrishnan addressed them on the demands and responsibilities of a diplomatic career.

The new scholars – Crystal, Brishen, Caitlyn, Zhi Xuan, Brandon and Ethan – will soon depart for studies abroad. Crystal will begin language training in France; Brishen and Caitlyn will study in the United States; while Zhi Xuan, Brandon and Ethan will pursue their education in the United Kingdom.

Dr Balakrishnan emphasised that the MFA scholarship represents more than financial support, describing it as a “solemn and profound commitment” to serve as diplomats safeguarding Singapore’s independence and sovereignty. He cautioned that the current global climate is increasingly complex and volatile, with the post-war rules-based order under strain and a shift towards a multipolar world reshaping international relations.

He also pointed to pressing global issues in the commons – such as climate change and pandemics – which require greater cooperation amid uncertainty, and noted the transformative impact of rapid technological advancements including artificial intelligence, digitalisation and renewable energy.

Addressing the scholars, Dr Balakrishnan urged them to keep an open mind, build meaningful relationships across cultures, and gain a deep understanding of diverse perspectives. He highlighted the importance of internships, overseas missions, and mentorship in preparing them for the realities of diplomatic work, while encouraging them to maintain optimism and enthusiasm in the face of challenges.

The Minister concluded by wishing the scholars a bright, fulfilling and purposeful career in the Foreign Service, underscoring the vital role they will play in representing and protecting Singapore’s interests on the global stage.
