
Senior Minister highlights trust, good policy, and unity as key strengths at Administrative Service Dinner 2026.
Senior Minister Lee Hsien Loong delivered an uplifting speech at the Administrative Service Dinner 2026 on 21 April 2026 in Singapore. The annual event brought together senior government leaders, civil servants, and members of the Public Service Commission to celebrate achievements and reaffirm their commitment to serving Singapore.
SM Lee began by paying tribute to retiring leaders, including former Head of Civil Service Leo Yip, who served for 43 years. He highlighted Leo’s contributions in strengthening the public service and leading Singapore through key challenges such as the COVID-19 pandemic. SM Lee also recognised the service of Ng Chee Khern and Pang Kin Keong, noting their leadership in areas such as national security, digital government, and workforce development.
Speaking to Administrative Service officers, SM Lee emphasised the importance of being capable and adaptable generalists. He encouraged officers to develop a strong understanding of national priorities, global developments, and policy frameworks, while continuing to improve and innovate in their respective fields.
He stressed that good policy is essential for national success. According to SM Lee, sound policies are built on careful analysis, real-world experience, and a clear understanding of Singapore’s needs. He noted that Singapore has been able to maintain public trust by consistently delivering effective policies and communicating openly with citizens.
SM Lee also highlighted the strong partnership between political leaders and the civil service as a key factor behind Singapore’s success. He encouraged civil servants to take ownership of policies, provide thoughtful recommendations, and work closely with ministers to achieve the best outcomes for the country.
Looking ahead, SM Lee expressed confidence in Singapore’s ability to navigate a changing global environment. While acknowledging evolving challenges, he emphasised that Singapore’s strengths—such as good governance, integrity, and social cohesion—position the country well for the future.
He called on both leaders and citizens to continue working together, strengthening trust and unity, and adapting to new circumstances. He noted that by combining strong leadership, effective policies, and public support, Singapore can continue to thrive and remain resilient.
SM Lee concluded by encouraging the Administrative Service to rise to future challenges with dedication and purpose, ensuring that Singapore remains successful, stable, and forward-looking.
