President of the Republic of Panama José Raúl Mulino Quintero made a State Visit to Singapore from 3 to 5 October 2026 at the invitation of President Tharman Shanmugaratnam. The visit was President Mulino’s first visit to Singapore as Head of State and provided an opportunity for Singapore and Panama to discuss legal and maritime cooperation, as well as ties in trade and investment, agri-trade, logistics and sustainability.

On 5 October, President Mulino received a ceremonial welcome at the Ministry of Foreign Affairs before calling on President Tharman Shanmugaratnam. He subsequently met Prime Minister and Minister for Finance Lawrence Wong as part of his official programme in Singapore.

President Tharman and Mrs Jane Ittogi Shanmugaratnam also hosted a State Banquet in honour of President Mulino and First Lady Maricel Cohen de Mulino. During the visit, a new orchid hybrid was named in honour of President Mulino and First Lady Mulino.

The State Visit provided an opportunity for the two countries to discuss areas of mutual interest and ways to deepen bilateral cooperation. Discussions included legal and maritime cooperation, as well as trade and investment, agri-trade, logistics and sustainability.

President Mulino was accompanied by First Lady Maricel Cohen de Mulino, Minister of Foreign Affairs Javier Eduardo Martínez-Acha Vásquez, Minister for Canal Affairs Jose Ramón Icaza, and senior officials.

The visit provided a platform for continued engagement between the leadership of Singapore and Panama and discussions on areas of cooperation between the two countries.
