Rwanda’s High Commissioner to Brunei Darussalam, H.E. Innocent B. Muhizi, presented his letters of credence to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam, at Istana Nurul Iman on 22 October 2026. The ceremony formalised High Commissioner Muhizi’s diplomatic accreditation to Brunei, with his residence in Singapore, and provided the basis for continued engagement between Rwanda and Brunei Darussalam.

The presentation of letters of credence is a formal diplomatic procedure through which an ambassador or high commissioner presents credentials from their head of state to the receiving country’s head of state. The ceremony at Istana Nurul Iman, the official palace of the Sultan of Brunei, marked the formal recognition of High Commissioner Muhizi in his capacity as Rwanda’s representative to Brunei Darussalam.

High Commissioner Muhizi’s appointment with residence in Singapore establishes his diplomatic responsibilities towards Brunei while maintaining his base in Singapore. Such arrangements enable diplomatic representatives to serve multiple countries from a regional base, subject to their official accreditation.

The diplomatic engagement comes within the framework of Rwanda’s international relations and its representation in Southeast Asia. Through its diplomatic missions and accredited representatives, Rwanda maintains channels for official communication with governments in the region.

The establishment of formal diplomatic representation provides a channel for the two countries to pursue dialogue on matters of mutual interest. Potential areas of engagement identified in the announcement include bilateral cooperation, people-to-people ties, trade and investment, as well as opportunities for shared prosperity.

His role includes representing Rwanda in official engagements and supporting communication between the two countries, within the scope of his diplomatic responsibilities.

The ceremony at Istana Nurul Iman placed Rwanda’s diplomatic representation in Brunei on a formal footing and established a basis for continued bilateral engagement. Both countries have opportunities to develop relations through official dialogue, economic exchanges and closer people-to-people connections.
