A three-day confluence of military leaders from the Indo-Pacific region, the IPACC, IPAMS, and SELF-2023, jointly organized by the Indian Army and the US Army, drew to a close today in New Delhi. The event saw active participation from 30 nations, with Chiefs of 18 Armies and Delegation Heads from 12 countries. The primary focus remained on fostering ‘Peace and Stability’ in the Indo-Pacific region through shared deliberations on contemporary security concerns.

Commencement and Dignitaries

The event kick-started with General Randy George, the Chief of Staff (COS) of the US Army, paying a courtesy visit to General Manoj Pande, Chief of the Army Staff (COAS) of the Indian Army on September 25, 2023. Discussions ensued on mutual interests and current global issues.

Honoring Fallen Heroes

On September 26, Chiefs and Delegation Heads paid tribute at the National War Memorial, commemorating the sacrifices of fallen soldiers. A joint press conference followed, where COAS Indian Army and COS of the US Army articulated their perspectives. COAS Indian Army underscored the region’s complexity, encompassing diverse cultures, histories, and challenges. Meanwhile, the COS of the US Army emphasized the pivotal role of land power in crisis management and regional security.

Inaugural Ceremony and Keynote Address

The inaugural ceremony, graced by Hon’ble Raksha Mantri Shri Rajnath Singh and General Anil Chauhan, Chief of the Defence Staff, featured the trooping in of IPACC and IPAMS flags, followed by the national anthems of the USA and India. Hon’ble Raksha Mantri emphasized the untapped potential and intricate dynamics of the Indo-Pacific region, advocating for collaborative efforts towards a prosperous and secure future. He reiterated India’s commitment to a free, open, inclusive, and rules-based Indo-Pacific.

Chief’s Round Table Conference

Under the 13th IPACC, a Chief’s Round Table Conference convened under the theme “Together for Peace: Sustaining Peace and Stability in the Indo-Pacific Region.” Notable discussions included talks on collaboration, military diplomacy, and the imperative of self-reliance for modern armies.

Bilateral Meetings and Plenary Sessions

COAS Indian Army held bilateral discussions with Chiefs from various participating countries, strengthening diplomatic ties and strategic partnerships. Meanwhile, the 47th IPAMS saw plenary sessions discussing sustainable peace, interoperability, and disaster relief mechanisms.

The 9th SELF delved into themes of interoperability, grooming junior leaders, and addressing concerns of senior enlisted leaders, offering a unique platform for exchange of ideas.

A special plenary for spouses shed light on their pivotal role in fostering military communities. An exhibition by the Army Wives Welfare Association (AWWA) showcased the entrepreneurial success of spouses of Indian Military personnel.

The ‘Atmanirbhar Bharat’ Equipment Display highlighted the prowess of the Indian industry in producing world-class military equipment. Participants showed keen interest in technologies ranging from drones to self-propelled artillery guns.

The event also celebrated the rich tapestry of Indian culture through performances by the Indian Army’s Symphony Band and traditional dance forms.

The event concluded with a closing address by Hon’ble Raksha Rajya Mantri Shri Ajay Bhatt, expressing gratitude to all participants. A symbolic Flag Handing Over Ceremony signified the successful culmination of the conference.

The Indo-Pacific Armies Chiefs Conference, along with its allied events, emerged as a platform for constructive dialogue, collaboration, and understanding among participating nations, ultimately bolstering regional peace and stability. All participating nations extended their appreciation to the Indian Army for their warm hospitality and the co-host, the US Army, for the invitation.
