The 8th ASEAN Ministerial Conference on Cybersecurity saw participants emphasize international cooperation and capacity building in pursuit of a rules-based multilateral order in cyberspace

The 8th ASEAN Ministerial Conference on Cybersecurity (AMCC) convened on 18 October 2023 in Singapore, with the Philippines, represented by DICT Secretary Ivan John E. Uy, at the forefront. DFA Assistant Secretary for Civilian Security Alan L. Deniega accompanied Secretary Uy during the conference held on the sidelines of the Singapore International Cyber Week.

During her opening address, Singapore’s Minister for Communications and Information, Ms. Josephine Teo, outlined three crucial avenues to bolster ASEAN’s collective cybersecurity. These include intensifying cyber incident response through the sharing of information with regional Computer Emergency Response Teams (CERTs), establishing technological standards to instill confidence in businesses and users, and ramping up capacity-building endeavors.

Minister Teo underscored the imperative to fortify regional cybersecurity cooperation and resilience, while also emphasizing the necessity for an internationally recognized rules-based multilateral order in the realm of cyberspace.

In his address at the AMCC, Secretary Uy emphasized the significance of international collaboration in augmenting cybersecurity efforts. He elaborated on the Philippine government’s initiatives, spearheaded by the DICT, which includes the formulation of an updated National Cybersecurity Plan 2023-2028, endeavors in capacity building to nurture the country’s cybersecurity talent pool, and the introduction of tools to secure government online assets, alongside bolstering the capabilities of the National Computer Emergency Response Team (NCERT).
