Singapore’s Permanent Representative addresses the Emergency Special Session, emphasizing the need for humanitarian assistance and condemning terrorism.

Singapore’s Permanent Representative addressed the Emergency Special Session of the United Nations General Assembly on 27th October 2023 in New York. The Representative expressed disappointment over the Security Council’s inability to reach a prompt and unified response, despite multiple discussions on the matter.

The Representative reiterated Singapore’s strong support for the UN Secretary-General’s efforts in ensuring the flow of humanitarian aid to the affected civilians in Gaza. Commendation was given to the Secretary-General for his leadership in this endeavor, along with recognition of the valuable contributions made by UN agencies and humanitarian organizations on the ground. Emphasis was placed on the need to de-escalate tensions to prevent further conflict.

Respect for the UN Charter and international law remains a cornerstone of Singapore’s foreign policy. The Representative emphasized that these principles form the bedrock of global peace and security.

Addressing the recent major terrorist attack carried out by Hamas on Israel, the Representative mourned the loss and suffering of numerous innocent civilians, including children and the elderly. The attack was unequivocally condemned, and a call was made for the immediate and safe release of all hostages held by Hamas. Reference was made to the General Assembly’s resolution on the Global Counter Terrorism Strategy adopted in June, reaffirming the international community’s condemnation of terrorism in all its forms.

Underlining international law, the Representative acknowledged Israel’s legitimate right to defend its citizens and territory, while also emphasizing Israel’s obligation to adhere to international humanitarian law. All parties were urged to uphold these laws and prioritize the safety of civilians. The Representative welcomed efforts to establish safe zones and routes to safeguard civilians and facilitate the delivery of humanitarian aid.

Expressing deep sadness over the dire humanitarian situation in the Gaza Strip, the Representative urged all parties to ensure the rapid, secure, and unimpeded delivery of humanitarian aid and essential services to the civilian population. Singapore’s government has provided financial support through the Singapore Red Cross, and many individuals in Singapore have also contributed to relief efforts.

The Representative stressed the importance of resolving the Israeli-Palestinian conflict in accordance with international law and relevant UN Security Council resolutions to break the cycle of violence. Singapore’s stance on the conflict remains steadfast, advocating for a negotiated two-state solution consistent with pertinent UN Security Council resolutions. The Representative affirmed support for the rights of both the Palestinian and Israeli peoples, emphasizing their right to live in peace, security, and dignity. Leaders on both sides were called upon to demonstrate leadership, exercise restraint, and take necessary steps towards the vision of a two-state solution.
