On 26 November 2024, two foreign Heads of Mission presented their credentials to President Tharman Shanmugaratnam at the Istana, marking their official roles as ambassadors to Singapore.
SINGAPORE, 26 November 2024 – Held at the Istana, President Tharman Shanmugaratnam received the credentials of two foreign Heads of Mission. His Excellency Luciano Mazza de Andrade, the Ambassador of the Federative Republic of Brazil, and His Excellency Aloys Bizindavyi, the Ambassador of the Republic of Burundi, formally presented their credentials during the event, marking the official commencement of their diplomatic appointments in Singapore.
His Excellency Luciano Mazza de Andrade
Ambassador of the Federative Republic of Brazil
Ambassador Luciano Mazza de Andrade was born in 1970. He is a career diplomat who joined the Brazilian diplomatic service in 1994. Before he was appointed Ambassador-designate of Brazil to Singapore, Luciano Mazza occupied the position of Director of the Department of Science, Technology, Innovation, and Intellectual Property at the Ministry of External Affairs of Brazil, covering the areas of science, technology & innovation, intellectual property, and digital policy cooperation.
He was previously posted, in various capacities, to the Brazilian embassies in the United Kingdom, Australia, and Portugal, as well as to the Brazilian Mission to the European Union in Brussels, and the Brazilian Permanent Delegation to the Latin American Integration Association (ALADI) and MERCOSUR in Montevideo, Uruguay. He has worked extensively with trade and regional
integration issues, including as Head of the Division for Extra-Regional Trade Negotiations and as General Coordinator for WTO Dispute Settlement, in Brasília.
His Excellency Aloys Bizindavyi
The Ambassador of the Republic of Burundi
Ambassador Bizindavyi has been the Ambassador of Burundi to India since May 2023, with concurrent accreditation to Singapore. Prior to this, he served as Military Attaché at the Embassy of Burundi in Cairo, Egypt from 2018 to 2023. He has held various appointments in the Burundi military and served as Director General of Planning and Strategic Studies in the Ministry of Defence from 2017 to 2018.
Ambassador Bizindavyi holds a Bachelor’s Degree in Basic Sciences from the Higher Institute of Military Academy in Burundi, a Certificate in Higher Military Studies from École Militarie in Paris, and a Diploma in Security and Strategy Studies from the National Defence College of Tanzania. Ambassador Bizindavyi is married to Mrs Félicité Niyongere.
The presentation of credentials signifies the continued strengthening of diplomatic ties between Singapore and these two nations, with both envoys expressing their commitment to fostering greater bilateral cooperation during their terms.
