
President Shavkat Mirziyoyev of Uzbekistan delivered a keynote address at the inaugural Central Asia–EU Summit in Samarkand, outlining a strategic roadmap for enhanced cooperation
On 2 June, 2023, President Shavkat Mirziyoyev of Uzbekistan addressed the first “Central Asia – European Union” Summit held in the historic city of Samarkand. The summit brought together leaders from Central Asian countries and key representatives of the European Union, including President of the European Council António Costa and President of the European Commission Ursula von der Leyen.
During his speech, President Mirziyoyev highlighted the deep-rooted historical and cultural ties between Central Asia and Europe, referencing centuries of dialogue along the Silk Road. He emphasised the importance of the summit as a platform to strengthen political dialogue, economic partnerships, and shared development goals. He also extended his gratitude to European financial institutions, including the European Bank for Reconstruction and Development (EBRD) and the European Investment Bank, for their role in fostering regional progress.
Mirziyoyev proposed a number of strategic initiatives, including the establishment of a strategic partnership agreement, increased cooperation in green energy, the formation of a joint Chamber of Commerce, and the launch of an Investment Platform focused on innovation, infrastructure, and agriculture. He also called for expanded collaboration in science, education, and culture, suggesting new programmes under Erasmus Plus and Horizon Europe.
Notably, the Uzbek President acknowledged the settlement of border disputes between Kyrgyzstan and Tajikistan as a key regional milestone and expressed optimism over the region’s growing integration and openness. He advocated for regular summits and forums to ensure ongoing dialogue, coordination, and practical implementation of agreed initiatives between Central Asia and the EU.
