The ASEAN Intergovernmental Commission on Human Rights (AICHR) held its Special Meeting 4/2025 from 11 to 14 November 2025 in Melaka, Malaysia. Representatives from ASEAN Member States convened to review progress to date and reaffirm collective efforts to advance human rights in the region.

During the meeting, delegates discussed key developments across AICHR’s work plans and identified priority areas for 2026. The discussions covered a range of pressing human rights issues, including emerging challenges and institutional strengthening measures aimed at enhancing AICHR’s effectiveness.

Participants also addressed operational matters to support deeper cooperation among Member States. Emphasis was placed on improving coordination, building capacity, and strengthening AICHR’s role within the broader ASEAN framework on political-security cooperation.

A significant moment during the meeting was the formal handover of the AICHR Chairmanship from Malaysia to the Philippines, marking a smooth transition in leadership. Delegates expressed appreciation for Malaysia’s stewardship and welcomed the Philippines’ commitment to advancing AICHR’s agenda in the coming year.

The meeting also warmly welcomed Timor-Leste as ASEAN’s 11th Member State, recognising its inclusion as an important step towards broadening regional cooperation on human rights. With Timor-Leste joining AICHR processes, ASEAN reaffirmed its commitment to an inclusive and collaborative approach in promoting and protecting human rights across the region.
