On the sidelines of the ASEAN Foreign Ministers’ Meeting Retreat (AMM Retreat) in Cebu, Philippines, Ma. Theresa P. Lazaro, Secretary of Foreign Affairs of the Philippines, met with Vivian Balakrishnan, Minister for Foreign Affairs of Singapore. The meeting underscored the close and longstanding relations between the two countries within the ASEAN framework.

During the bilateral engagement, Secretary Lazaro and Minister Balakrishnan signed a Memorandum of Understanding (MOU) on Bilateral Consultations, aimed at further strengthening regular dialogue and cooperation between their respective foreign ministries. The agreement provides a formal mechanism to enhance coordination on regional and international issues of shared interest.

Reflecting on the meeting, Minister Balakrishnan noted, “We discussed ways to advance our shared regional interests, including by strengthening ASEAN’s integration and unity. We also signed an MOU on Bilateral Consultations, which formalises our long-standing practice of regular consultations between our two foreign ministries.” The exchange reaffirmed both countries’ commitment to ASEAN cohesion and effective diplomacy.

The AMM Retreat in Cebu marks the first major ministerial meeting under the Philippines’ ASEAN Chairship for 2026. Chaired by Secretary Lazaro, the retreat brings together foreign ministers and senior officials from ASEAN Member States, alongside representatives from the ASEAN Secretariat. Approximately 200 delegates are expected to participate in the meeting.

The Philippines’ hosting of the AMM Retreat underscores its commitment to upholding ASEAN unity and centrality, while promoting a stable, integrated, inclusive, sustainable, and people-centred region. Through active diplomatic engagement and regional leadership, the Philippines continues to play a key role in advancing ASEAN cooperation in 2026.
