
The meeting was held on the sidelines of the Anti-Scam Conference in Singapore and focused on law enforcement cooperation
On the sidelines of the Anti-Scam Conference held in Singapore, senior officials from the Rwanda Investigation Bureau and Rwanda National Police met with representatives of the Singapore Police Force to discuss bilateral cooperation in addressing scam-related crimes. The engagement brought together Mr Jean Marie Twagirayezu, Director General in charge of Criminal Investigations at the Rwanda Investigation Bureau, CP Egide Ruzigamanzi, Commissioner for Crime Intelligence at Rwanda National Police, and DC Zhan Weihan, Deputy Commissioner (Investigation and Intelligence) and Director of the Criminal Investigation Department at the Singapore Police Force.

The meeting formed part of broader international efforts to strengthen cooperation among law enforcement agencies in tackling the growing threat of online scams and cyber-enabled crimes. Held alongside the Anti-Scam Conference in Singapore, the discussions provided an opportunity for officials to exchange experiences and explore collaborative approaches to combating transnational criminal activities.
During the meeting, both sides discussed avenues for strengthening bilateral cooperation, particularly in the areas of capacity building, intelligence-sharing and the exchange of best practices. The discussions focused specifically on strategies to address online scam-related crimes and enhance institutional capabilities in criminal investigations and intelligence operations.
As part of the visit, the two Rwandan delegates also toured the Singapore Police Force’s Anti-Scam Command Centre. The visit provided insights into Singapore’s operational and technological approaches to detecting, preventing and responding to scam-related offences, including the use of innovation and digital tools in law enforcement operations.
The engagement concluded with a shared commitment to continued cooperation and knowledge exchange in support of regional and international efforts to combat online scams and strengthen public security.
