Philippine Secretary of National Defense Gilberto C. Teodoro Jr. took part in the final plenary session of the 23rd IISS Shangri-La Dialogue in Singapore on 31 May 2026. He joined the Chair of the NATO Military Committee, Admiral Giuseppe Cavo Dragone, and the Singapore Coordinating Minister for Public Services and Minister for Defence, Chan Chun Sing. The session focused on evolving security partnerships and regional cooperation in a changing global environment.

During his remarks, Secretary Teodoro highlighted the upcoming 10th anniversary of the 2016 Arbitral Award on the South China Sea, which reaffirmed that maritime entitlements are determined by international law rather than claims based on historical rights. He also reaffirmed the importance of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) as the foundation of maritime entitlements and governance.

Secretary Teodoro introduced the Philippines’ vision of serving as an “Archipelagic Sentinel” and a “Guardian of Freedom of the Seas,” grounded in four principles: sovereignty and territorial integrity, the international rule of law, ASEAN centrality, and deterrence. The concept was developed by maritime law expert Professor Jay Batumbakal. 

Secretary Teodoro said the framework envisions the Philippines as a platform for cooperation among countries that support a rules-based international order. He emphasised the Philippines’ geographic location positions it to support maritime security, freedom of navigation and the protection of international sea lanes. 

The Secretary of National Defense also stressed the importance of protecting migrant workers. He said international systems should continue to support their rights, welfare and contributions to the global economy. He further emphasised the need for international cooperation to address shared challenges affecting both large and small states.
