Ms Karabo Mohale, Councillor of South Africa’s Independent Communications Authority, returns to Singapore with a focus on e-Diplomacy, digital transformation and opportunities to deepen collaboration between South Africa and Singapore.
Ms Karabo Mohale, Councillor of the Independent Communications Authority of South Africa (ICASA), is making her fourth visit to Singapore, bringing a particular interest in exploring e-Diplomacy and the growing role of the digital economy in international cooperation. ICASA is an independent institution of the South African Government responsible for regulating the broadcasting, telecommunications and postal services sectors.
Ms Mohale also serves as a member of the South African Council on International Relations, appointed by the Minister of International Relations and Cooperation. Established in 2015 through a Cabinet mandate, the Council seeks to strengthen public participation and discourse on South Africa’s foreign policy by bridging government with academia, business and civil society.
Her latest visit builds on previous engagements with Singapore, including her most recent trip as part of the official delegation led by Deputy President of South Africa H.E. Paul Shipokosa Mashatile. During her previous engagements, Ms Mohale hosted the Deputy President at the G20 High Level Intergenerational Dialogue and, in her capacity as Executive Deputy Chairperson of the National Youth Development Agency, hosted an investment roundtable focusing on trade and skills.
The roundtable brought together senior representatives including Former Vice President of The Gambia H.E. Dr Isatou Touray, High Commissioner of South Africa to Singapore H.E. Charlotte Lobe and Statistician-General of South Africa Mr Risenga Maluleke.
Ms Mohale’s current interest centres on how e-Diplomacy and digital transformation can create new opportunities for South Africa–Singapore cooperation. “The Digital Economy has become a key anchor and driver for economic integration globally,” she noted, highlighting the importance of exploring how digital technologies can support stronger international partnerships. With Singapore recognised as a leading hub for technology, innovation and digital connectivity, there is considerable scope for knowledge exchange and collaboration with South Africa in areas including telecommunications, digital innovation, skills development and investment.
Her previous engagements have also included a courtesy visit with Former President of South Africa H.E. Thabo Mbeki alongside H.E. Dr. Isatou Touray, as well as attending the South Africa Investment Conference hosted by President of South Africa H.E. Cyril Ramaphosa, together with H.E. Charlotte Lobe and South African Consul General to Shanghai Hon. Joyce Tsipa. These experiences have strengthened her interest in building international partnerships and identifying practical areas of cooperation.
As digitalisation continues to reshape diplomacy, commerce and international relations, Ms Mohale’s visit highlights the potential for South Africa and Singapore to deepen their partnership through e-Diplomacy and the digital economy. By sharing expertise, experiences and innovative approaches, both countries can explore new avenues for collaboration while strengthening connectivity between their institutions, businesses and people.
