
New centre will support digital carbon verification and high-integrity markets across Southeast Asia.
Global testing, inspection and certification (TIC) company TÜV SÜD has launched its Global Decarbonisation Centre of Excellence (CoE) in Singapore, with support from the Singapore Economic Development Board (EDB). The centre represents an investment of more than USD 24 million (SGD 30 million) and will provide end-to-end digital Monitoring, Reporting and Verification (dMRV) capabilities and carbon market expertise to support the development of high-integrity carbon markets in Southeast Asia.
The CoE will combine TÜV SÜD’s validation, verification and assurance expertise with digital MRV capabilities to develop an end-to-end dMRV ecosystem. The initiative is intended to improve the availability of credible, verification-ready carbon data and support greater confidence in carbon market participation.
The launch comes as countries in the region work to develop carbon market frameworks and implement Article 6 of the Paris Agreement. Fragmented regulations, differing methodologies and challenges in monitoring and verification have continued to create difficulties for market participants. The CoE will support efforts to develop trusted and interoperable carbon market infrastructure.
The centre will focus on five strategic areas: Article 6 implementation and international carbon market regulation readiness; carbon markets and climate assurance through dMRV; energy transition, alternative fuels and energy security; supply chain integrity and industrial decarbonisation; and capacity building and ecosystem development for governments and industry.
Ishan Palit, Chief Operating Officer and Member of the Board of TÜV SÜD AG, said, “Singapore’s position as a trusted, impartial and internationally connected hub makes it uniquely placed to raise standards for carbon integrity and the clean energy transition across the region.”
Png Cheong Boon, Chairman of EDB, said the CoE would add technical capabilities to Singapore’s carbon services and trading ecosystem while creating opportunities for the local workforce. Singapore is currently home to approximately 160 carbon services and trading companies, which will be able to access the centre’s expertise and services.
The CoE will also support the development of methodologies for nature-based solutions and blue economy projects. By 2030, it aims to connect project developers, dMRV providers, independent verification bodies and carbon registries from ASEAN through a single digital platform.
The launch coincides with TÜV SÜD PSB’s 20th year in Singapore, continuing the company’s presence in the country and its support for sustainability, innovation and industrial development.
