Three foreign Heads of Mission presented their credentials to President Tharman Shanmugaratnam in separate ceremonies at the Istana on 29 September 2026. The ambassadors were Her Excellency Waraphannee Damrongmanee of Thailand, Her Excellency Renata JasilionytÄ— of Lithuania and His Excellency Damien Cole of Ireland.

The Presentation of Credentials Ceremony was conducted by the President of Singapore as part of the formal accreditation of the three ambassadors to Singapore. The ceremony marked the start of their respective assignments as Heads of Mission in the country.

The Ambassador of the Kingdom of Thailand
Her Excellency Waraphannee Damrongmanee

Ambassador Waraphannee Damrongmanee is a career diplomat who served as Deputy Director-General of the Department of Consular Affairs at the Ministry of Foreign Affairs of Thailand from 2025 to 2026. Her previous overseas postings included Minister at the Royal Thai Embassy in Moscow from 2020 to 2024, Deputy Consul-General in Qingdao from 2015 to 2017, First Secretary in Canberra from 2004 to 2007 and Consul in Penang from 1998 to 2001. She holds a Master’s degree in International Relations from Thammasat University and a Bachelor of Arts in English Literature from Chiang Mai University.

The Ambassador of the Republic of Lithuania
Her Excellency Renata JasilionytÄ—

Ambassador Renata JasilionytÄ— joined the Ministry of Foreign Affairs of the Republic of Lithuania in 1998 and previously served as Chief Counsellor at its Indo-Pacific Department. She also held positions as Director of the Sanctions Directorate and in the Regional Asian Affairs Department, as well as diplomatic assignments in the United States, Geneva and the European Union. She holds degrees in International Relations and European Studies from Vilnius University.

The Ambassador of Ireland
His Excellency Damien Cole

Ambassador Damien Cole has more than 30 years of experience in the Irish foreign service. Before his appointment to Singapore, he served as Ambassador of Ireland to Japan from 2022 to 2026. His previous ambassadorial postings included Egypt from 2015 to 2017 and Vietnam from 2011 to 2015, with concurrent accreditation to several countries in the respective regions. He holds a Master’s degree in Global Diplomacy from SOAS University of London.
