Nobel Peace Prize winner and Timor-Leste President Dr José Ramos-Horta will speak at Asia’s leading defence summit in Singapore on 30 May 2026.

The International Institute for Strategic Studies has announced that José Ramos-Horta, President of the Democratic Republic of Timor-Leste, will deliver a Special Address at the IISS Shangri-La Dialogue.

The address will take place on Saturday, 30 May 2026 at 2:45 PM during the 23rd edition of the summit, which is being held from 29 to 31 May 2026 at the Shangri-La Hotel Singapore in Singapore.

The IISS Shangri-La Dialogue is widely recognised as Asia’s premier defence and security summit. The event gathers defence ministers, military commanders, senior government officials, business executives and security experts from across the Asia-Pacific region, Europe and North America to discuss major global and regional security challenges.

President José Ramos-Horta has had a long international diplomatic career. Before serving as President, he worked as Senior Minister and Minister for Foreign Affairs of Timor-Leste. He was first elected President in May 2007 for a five-year term and later returned to office after winning a second term in May 2022.

He also served as Special Representative of the United Nations Secretary-General in Guinea-Bissau and chaired the UN High-Level Independent Panel on Peace Operations, which reviewed global UN peacekeeping and mediation efforts.

In 1996, Dr Ramos-Horta was awarded the Nobel Peace Prize for his work promoting human rights and peace.

The IISS expects more than 550 delegates from over 40 countries to attend this year’s Shangri-La Dialogue.
