
Philippines showcased major railway projects to prospective investors during a market sounding programme in Singapore
The Department of Transportation (DOTr), in collaboration with the Asian Development Bank (ADB) and the International Finance Corporation (IFC), held a joint plenary session for a market sounding programme at the Philippine Embassy’s Sinagtala Hall on 17 June 2026. The session formed part of market sounding activities in Singapore from 17 to 19 June aimed at presenting major railway projects to prospective investors and partners.

The programme brought together representatives from the government, multilateral institutions, and industry stakeholders to discuss opportunities in the Philippines’ rail sector. The market sounding focused on three projects: the Metro Rail Transit (MRT) 3 Capacity Expansion and Operations and Maintenance Public-Private Partnership (PPP) Project, the Metro Manila Subway Operations and Maintenance (MMS O&M) PPP Project, and the Light Rail Transit (LRT) Line 2 Rehabilitation, Operations, and Maintenance Project. One-on-one meetings with prospective bidders were also scheduled throughout the programme.
During the joint session, Department of Transportation officials delivered project presentations, while technical and financial perspectives were provided in collaboration with the Asian Development Bank and the International Finance Corporation. The event was attended by prospective investors and partners both in person and virtually.
In his opening remarks, Department of Transportation Undersecretary for Railways Timothy John Batan stated that the market sounding formed part of a broader programme to address the country’s transport infrastructure gap and improve mobility through reliable and high-quality public transportation. He noted that traffic congestion continued to generate economic and social costs and said that the railway projects offered practical and sustainable solutions aimed at improving commuters’ quality of life and supporting economic growth.
