
Secretary-General of ASEAN, Dr. Kao Kim Hourn, met with International Business Digital Technology (IBDT) Chairman Mr. John Luo to discuss preparations for the proposed ASEAN DEFA Preparatory Forum, alongside developments in central bank digital currencies and regional digital payment connectivity.
Secretary-General of ASEAN, Dr. Kao Kim Hourn, held a meeting with Mr. John Luo, Chairman of International Business Digital Technology (IBDT), at the ASEAN Headquarters/ASEAN Secretariat to exchange views on advancing the region’s digital economy agenda. The discussion centred on strengthening collaboration in support of ASEAN’s digital transformation initiatives.

A key topic of the meeting was the proposed “Hong Kong Forum on ASEAN Digital Economy Framework Agreement (DEFA): Foresight and Strategic Dialogue”, also referred to as the ASEAN DEFA Preparatory Forum. The proposed forum is expected to provide a platform for dialogue on the Digital Economy Framework Agreement (DEFA), bringing together stakeholders to explore opportunities, emerging trends and strategic approaches to regional digital economic integration.

The two sides also discussed developments surrounding central bank digital currencies (CBDCs) and ongoing efforts to enhance regional digital payment interconnectivity. These initiatives are increasingly recognised as important components in facilitating seamless cross-border transactions, promoting financial inclusion and supporting the growth of ASEAN’s digital economy.

The meeting reflects ASEAN’s continued engagement with industry stakeholders and technology leaders to foster innovation, strengthen digital infrastructure and advance regional cooperation. As ASEAN moves forward with its digital integration agenda, partnerships with the private sector remain instrumental in supporting the implementation of initiatives that contribute to a more connected, resilient and inclusive digital ecosystem.
