The new action plan sets out a comprehensive roadmap to modernise Vietnam’s maritime economy, strengthen ocean governance and promote sustainable growth across coastal and island areas.
The Government of Vietnam has issued an action plan to implement the country’s strategy for becoming a strong maritime nation by 2030, placing the sustainable development of marine resources, infrastructure and industries at the centre of national growth. The plan is outlined in Resolution No. 218/NQ-CP, issued on 7 August 2026.
The action plan translates national maritime development priorities into specific tasks for ministries, government agencies and local authorities, with defined responsibilities, timelines and evaluation criteria. It focuses on nine key areas, including strengthening marine governance, improving national marine spatial planning, mobilising investment, advancing science and technology, and developing modern, green and smart marine industries.
A major priority is the development of modern maritime infrastructure. Vietnam plans to expand green and smart seaports, strengthen its merchant fleet and shipbuilding industry, and improve maritime logistics by connecting ports with road, rail, inland waterway and air transport networks. Special mechanisms are also being considered for deep-water, offshore and energy projects.
The plan also promotes sustainable fisheries by reducing nearshore fishing, encouraging responsible offshore activities and expanding high-tech aquaculture. Digital monitoring, traceability, automation, artificial intelligence and renewable energy are expected to support more sustainable fisheries management.
Marine tourism is another key growth area. Vietnam aims to develop internationally competitive tourism hubs, cruise tourism, ecotourism, community-based tourism and marine festivals. Emerging sectors such as marine biotechnology, seawater desalination, hydrogen, green ammonia and subsea cable infrastructure are also identified as areas with significant potential.
Through the action plan, Vietnam seeks to unlock the economic potential of its maritime space while protecting marine ecosystems, strengthening coastal communities and safeguarding national sovereignty and security.
