
Senior Minister Lee Hsien Loong highlighted the evolution and role of three distinctive Singapore constitutional institutions at the book launch
Senior Minister Lee Hsien Loong launched Professor S. Jayakumar’s book, Creating Three Unique Singapore Laws, on 12 August 2026. The book examines the development of the Elected Presidency, Group Representation Constituencies (GRCs) and Non-Constituency Members of Parliament (NCMPs) in Singapore.
Speaking at the launch, Mr Lee said Singapore’s Constitution had evolved over time to address the country’s specific circumstances and changing needs. He noted that the three institutions were designed with distinct purposes: safeguarding Singapore’s reserves and key public service appointments, ensuring minority representation in Parliament, and providing space for opposition voices.
Mr Lee also highlighted how the institutions had been refined through experience since their introduction. He said the Elected Presidency, GRC and NCMP schemes had contributed to Singapore’s long-term political stability and a well-functioning political system.
He described Professor Jayakumar’s book as an important contribution to Singapore’s legal and constitutional history, providing an account of the policy discussions, considerations and debates behind the creation of the three institutions.
The book is expected to provide readers with further insight into Singapore’s constitutional development and the principles behind its governance framework.
