The Government of Vietnam has approved an agreement with Singapore on the implementation of Article 6 of the Paris Agreement, reinforcing bilateral cooperation in international carbon markets.

Vietnam and Singapore signed the agreement on September 16, 2025. The agreement establishes a binding bilateral legal framework enabling Vietnamese organisations and businesses to develop greenhouse gas emission reduction projects, generate carbon credits that meet international standards and transfer eligible credits to Singapore.

The framework provides a clearer basis for cooperation on carbon credit generation and transfer, supporting Vietnam’s participation in international carbon markets while creating opportunities for businesses to contribute to emission reduction efforts.

The agreement also underscores the two countries’ commitment to practical cooperation in addressing climate change. By strengthening links between their carbon markets, Vietnam and Singapore are advancing a partnership that supports sustainable development and contributes to broader global efforts to reduce greenhouse gas emissions.
