SENIOR Minister and Coordinating Minister for National Security Teo Chee Hean was on a bilateral working visit to Moscow from the 15th to 20th of October 2019. He met Special Presidential Representative for Environment Protection, Ecology and Transport Mr Sergei Ivanov. According to a statement issued by the Singapore Ministry of Foreign Affairs (MFA) on the visit, both expressed satisfaction with the good progress in bilateral relations and welcomed the recent signing of the Eurasian Economic Union (EAEU)-Singapore Free Trade Agreement. They also had a wide-ranging discussion in areas such as smart city development, urban transportation, sustainable development, climate change, and cooperation in the Arctic. SM Teo met First Deputy Secretary of the Security Council Mr Yury Averyanov to further discuss cooperation in counter-terrorism, in the Arctic Council, and in trade and investment.

SM Teo also met Deputy Mayor of Moscow
for Regional Security and Information Policy Mr Alexander Gorbenko and Deputy Prime Minister Mr Maxim Akimov to discussed the use of new urban solutions, digital technology and data analytics to improve urban transportation, city management and policy-making.

SM Teo visited the Skolkovo Innovation Centre – also known as the “Russian Silicon Valley” – and Skolkovo Institute of Science and Technology (Skoltech). There, SM discussed the Centre’s programmes and development plans, also meeting with several Russian AI, cybersecurity and innovative prosthetics start-ups. SM attended a dinner with business leaders with interests in Russia and Singapore, reviewing the latest trends in innovation within the region, as well as opportunities for collaboration.SM Teo also visited Sberbank and its Cybersecurity Centre where he was briefed on Sberbank’s strategies in cyber security and their latest innovations using artificial intelligence in voice and facial recognition, and data analytics.

SM Teo was accompanied by Senior Minister of State, Ministry of Communications and Information, and Ministry of Transport Dr Janil Puthucheary; Members of Parliament Mr Saktiandi Supaat and Ms Jessica Tan; and officials from the Ministry of Foreign Affairs. SM attended the 23rd meeting of the Total International Advisory Committee between the 18-20th of October 2019.
