Singapore’s Ambassador addresses the nuances of the recent UN resolution, emphasizing the importance of upholding international law while highlighting key concerns.
In an address following the adoption of the resolution titled “Protection of Civilians and Upholding Legal and Humanitarian Obligations” at the Emergency Special Session of the United Nations General Assembly on October 27, 2023, Ambassador Burhan Gafoor, the Permanent Representative of Singapore to the United Nations, conveyed Singapore’s considered stance on the matter.
Ambassador Gafoor began by expressing Singapore’s affirmative vote for the resolution after meticulous deliberation. However, he pointed out two significant omissions in the resolution. Firstly, it failed to acknowledge Hamas’ role in orchestrating the extensive and coordinated terror attacks that resulted in the tragic loss of 1,400 lives, including Israelis and others, along with the abduction of over 200 hostages. Ambassador Gafoor unequivocally condemned these acts of terror and reiterated the call for the immediate, unconditional, and safe release of all civilians held hostage. Secondly, the resolution did not acknowledge Israel’s legitimate right, under international law, to defend its citizens and territory. He emphasized that like any other nation, Israel has the right to safeguard its people from terrorist attacks and maintain the security of its territory.
Despite these concerns, Ambassador Gafoor clarified that Singapore supported the resolution due to its steadfast commitment to international law, the UN Charter, and the rules-based multilateral system. The resolution reaffirms the obligations of all parties to uphold and respect international law, including international humanitarian law. It also extends strong support for the Secretary-General’s efforts and calls for unrestricted access to humanitarian aid, addressing the fundamental needs of the Palestinian civilian population amidst the unfolding crisis in the Gaza Strip. The resolution further demands immediate and full compliance with obligations under international law, including international humanitarian law, as outlined in numerous UN Security Council Resolutions.
