
Kazakhstan and Singapore strengthened their partnership through a week-long capacity-building programme focused on public financial management
From 7 to 11 April 2025, the Singapore Cooperation Enterprise (SCE) and its partners hosted a study programme on public financial management for a delegation of Kazakh officials, led by Vice-Minister Abzal Beisenbekuly. The initiative aimed to support Kazakhstan’s ongoing governance reforms under President Kassym-Jomart Tokayev’s “Just Kazakhstan” agenda.

During the programme, participants explored Singapore’s fiscal strategies, governance mechanisms, and policy innovations to identify applicable models for enhancing Kazakhstan’s financial systems. This effort followed President Tokayev’s 2021 State-of-the-Nation address, where he highlighted the introduction of block budgeting as a step towards reducing bureaucracy and streamlining governance.
The programme also served as a reaffirmation of the strong and growing ties between Kazakhstan and Singapore, following President Tokayev’s historic visit to the city-state in May 2024. It reflected both countries’ commitment to exchanging knowledge and strengthening institutional capacity.


The Embassy of Kazakhstan in Singapore extended its appreciation to Mr Kong Wy Mun, CEO of SCE, along with his team including Ms Daisy Boon, Director for Central and South Asia, and Ms Yvonne Lim, Senior Manager for Central and South Asia. Gratitude was also conveyed to Professor Francesco Mancini, Vice-Dean (Executive Education) of the Lee Kuan Yew School of Public Policy, for his support in the programme’s delivery.
