
18th AFML in Kuala Lumpur adopts recommendations on labour rights, fair recruitment, and sustainable development for migrant workers.
KUALA LUMPUR, 11 SEPTEMBER 2025 – The 18th ASEAN Forum on Migrant Labour (AFML) was convened on 9–10 September 2025 in Kuala Lumpur, Malaysia, carrying the theme “Accelerating Action Towards Sustainable Development Goals (SDGs) on Safe Migration and Decent Work for Migrant Workers in ASEAN.”
The Forum adopted recommendations to strengthen ASEAN’s commitments to eliminate forced labour, lower remittance fees and related costs, and enhance occupational safety and health. It also underscored the importance of freedom of association, fair recruitment, and facilitated remittances, aligning with the 2030 Agenda for Sustainable Development.

More than 90 participants attended the two-day event, including representatives from governments, workers’ and employers’ organisations, and civil society groups across ASEAN Member States and Timor-Leste. International and regional partners such as the International Labour Organization (ILO), International Organization for Migration (IOM), UN Women, and the ASEAN Secretariat also took part. Dialogue Partners from Australia, Canada, and Switzerland contributed to the discussions, reinforcing multilateral support for labour mobility and rights in the region.
The AFML continues to serve as an inclusive platform for governments, workers, and employers to exchange views, share best practices, and build consensus on migrant labour issues. Delegates agreed that collective regional action is vital in ensuring that migrant workers enjoy fair treatment, improved protection, and access to decent work opportunities.
The 19th ASEAN Forum on Migrant Labour will be hosted by the Philippines in 2026.
