The High Commissioner of Rwanda to Singapore, Innocent B. Muhizi, held a series of meetings with senior Singapore officials to discuss strengthening bilateral cooperation in digital development, cybersecurity, and secure border management, according to officials familiar with the engagements.
In discussions with Singapore’s Minister for Digital Development and Information, Josephine Teo, both sides exchanged views on deepening cooperation in digital transformation, innovation, and capacity-building. The talks placed particular emphasis on cybersecurity and artificial intelligence, areas viewed by both governments as increasingly central to economic resilience and national security.

High Commissioner Muhizi also met David Koh, Chief Executive of the Cyber Security Agency of Singapore (CSA). The meeting explored avenues for bilateral collaboration in skills development, capacity-building, and the exchange of expertise, including cooperation to address challenges related to online misinformation and defamation. Officials noted that both countries shared an interest in strengthening institutional capabilities to manage digital risks in an increasingly interconnected environment.
Separately, the High Commissioner paid a courtesy call on Lian Ghim Hua, Commissioner of the Immigration & Checkpoints Authority (ICA). Discussions focused on enhancing secure and efficient border operations, alongside potential technical exchanges and capacity-building initiatives to support immigration and border management systems in both countries.

The meetings underscored the role that small states can play by working together to amplify their voices and influence in the global digital space. Observers noted that while cooperation remains at an early stage, sustained engagement in digital governance, cybersecurity, and border security is expected to contribute to a more structured and forward-looking Rwanda–Singapore partnership.
