A royal order issued by King Salman bin Abdulaziz Al Saud names Fahad Al-Saif as Saudi Arabia’s new Minister of Investment, signalling renewed momentum behind Vision 2030 reforms.
In a significant Cabinet reshuffle, Salman bin Abdulaziz Al Saud, Custodian of the Two Holy Mosques, has appointed Fahad bin Abduljalil Al-Saif as the Kingdom’s new Minister of Investment. The royal order replaces Khalid Al-Falih, who has been named Minister of State and will continue to serve as a member of the Cabinet, according to the Saudi Gazette. The move reflects Saudi Arabia’s continued efforts to strengthen its economic leadership amid an evolving global investment landscape.
Al-Saif brings to the role extensive expertise in public finance, investment strategy and global capital markets. Prior to his appointment, he held senior leadership positions at the Public Investment Fund (PIF), where he headed global investment finance and previously led investment strategy and economic studies. His professional background also includes serving as Chief Executive Officer of the National Debt Management Center and acting as an adviser to the Ministry of Finance, reinforcing his credentials in fiscal and economic governance.

The appointment comes at a pivotal moment as Saudi Arabia accelerates efforts to attract foreign direct investment and deepen international economic partnerships. Under the Kingdom’s Vision 2030 diversification agenda, the Ministry of Investment plays a central role in driving capital inflows, facilitating regulatory reform and promoting priority sectors that contribute to sustainable economic growth.
Observers interpret the leadership transition as part of a broader recalibration aimed at aligning investment strategies with emerging opportunities, including logistics, mining and advanced technologies. As the Kingdom continues to diversify beyond hydrocarbons, Al-Saif’s appointment signals a strengthened focus on financial discipline, strategic capital deployment and global investor engagement to support Saudi Arabia’s long-term transformation.
