The Embassy of Kazakhstan in Singapore welcomed the 14th cohort of master’s students from the Graduate School of Public Policy at Nazarbayev University as they commenced an intensive academic module at the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore. The programme forms part of a long-standing collaboration designed to equip Kazakhstan’s future public sector leaders with practical insights into governance, leadership and public administration.

Speaking at the welcoming ceremony, Professor Eduardo Araral highlighted the significance of the partnership, describing it as the longest-running international collaboration between the Lee Kuan Yew School of Public Policy and an overseas institution. Since its establishment, the joint programme has played a pivotal role in developing the leadership capabilities of Kazakhstan’s civil servants while fostering closer academic ties between the two countries.

Addressing the participants, Ambassador of Kazakhstan to Singapore, H.E. Askar Kuttykadam, emphasised the importance of effective public governance in an era shaped by rapid technological advancement and artificial intelligence. He noted that modern governance should be grounded in efficiency, transparency, meritocracy and a strong commitment to serving society, principles that remain essential for building resilient and future-ready public institutions.

Since its launch in 2013, the flagship partnership has provided hundreds of Kazakh public officials with valuable exposure to Singapore’s internationally recognised governance model through the Master in Public Policy (MPP) and Master in Public Administration (MPA) programmes. The initiative continues to support Kazakhstan’s efforts to cultivate capable, ethical and forward-looking leaders who are equipped to address evolving public policy challenges.
