ASEAN Secretary-General Dr. Kao Kim Hourn attended the Opening Ceremony of the International Conference on Combating Online Scams on 23 September 2026 in Phnom Penh, Cambodia. The Opening Ceremony was presided over by Prime Minister of the Kingdom of Cambodia, Samdech Moha Borvor Thipadei Hun Manet, who delivered the Keynote Address.
