The 4th edition of GMC aims to forge collaborative strategies for maritime security in the Indian Ocean Region.
The 4th edition of the Goa Maritime Conclave (GMC) – 2023 is set to take place from October 29 to 31, 2023. Organized by the Indian Navy in collaboration with the Naval War College, Goa, the GMC serves as a vital outreach initiative. It provides a platform for practitioners of maritime security and academics to come together, pooling their expertise to shape outcome-oriented maritime strategies. Previous editions in 2017, 2019, and 2021 have successfully fostered discussions on contemporary and future maritime challenges while promoting cooperative strategies to enhance interoperability among partner maritime agencies.
This year’s GMC theme, “Maritime Security in the Indian Ocean Region: Converting Common Maritime Priorities into Collaborative Mitigating Frameworks,” underscores the necessity for synergized efforts in the maritime domain. Adm R Hari Kumar, Chief of the Naval Staff of the Indian Navy, will be hosting Chiefs of Navies and Heads of Maritime Forces, along with Senior Representatives from 12 Indian Ocean littorals. This inclusive gathering includes representatives from Bangladesh, Comoros, Indonesia, Madagascar, Malaysia, Maldives, Mauritius, Myanmar, Seychelles, Singapore, Sri Lanka, and Thailand. Hon’ble Raksha Mantri, Shri Rajnath Singh, will grace the occasion as the Chief Guest and deliver the Keynote Address.
The GMC-23 agenda encompasses four sessions:
- Identifying Gaps in Regulatory and Legal Frameworks for Achieving Maritime Security in the IOR
- Formulation of a Common Multi-lateral Maritime Strategy and Operating Protocols for GMC Nations for Collective Mitigation of Maritime Threats and Challenges
- Identification and Establishment of Collaborative Training Programmes with Centers of Excellence across the IOR
- Leveraging Activities Pursued Through Existing Multilateral Organisations in the IOR towards Generating Collective Maritime Competencies.
In addition to the extensive discussions, visiting dignitaries will have the opportunity to explore India’s Indigenous shipbuilding industry at the “Make in India Exhibition” and witness the capabilities of indigenous warships, as well as the Deep Submergence Rescue Vessel (DSRV).
The Goa Maritime Conclave, now in its fourth iteration, remains committed to finding regional solutions to security challenges in the Indian Ocean Region. It continues to evolve as an ‘outcome-oriented’ forum, converting Common Maritime Priorities into Collaborative Mitigating Frameworks.
