HIGH-LEVEL SESSION IN SINGAPORE ADDRESSES ENERGY SECURITY AND REGIONAL RESILIENCE

SINGAPORE, 28 April 2026 The International Energy Agency–Regional Cooperation Centre (IEA-RCC), in partnership with the Philippine Embassy in Singapore, convened a high-level briefing for ASEAN missions at the Philippine Embassy in Singapore to discuss the evolving global energy landscape amid the ongoing Middle East conflict.

Established in 2024 as the first overseas office of the IEA, the IEA-RCC serves as a regional hub supporting Southeast Asian countries in advancing energy policy priorities aimed at ensuring secure, affordable, and sustainable energy systems.

In his welcome remarks, Philippine Ambassador to Singapore H.E. Mr. Medardo G. Macaraig underscored the importance of partnerships between ASEAN and organisations such as the IEA in shaping informed and coordinated policy responses. He also provided updates on ASEAN’s ongoing efforts to strengthen energy security amid global uncertainties.

During the session, Ms. Sue-ern Tan, Head of the IEA-RCC, presented the Centre’s latest assessment of global energy market developments. She highlighted key risks for Southeast Asia, including potential constraints in oil flows through the Strait of Hormuz, reduced petroleum exports to Asia, and tightening supply conditions affecting fuels such as jet fuel, petrochemicals, and liquefied petroleum gas (LPG) for household consumption.

The discussion also emphasised Southeast Asia’s significant untapped renewable energy potential, alongside the importance of enhancing regional power connectivity through initiatives such as the ASEAN Power Grid.

The briefing brought together ASEAN Heads of Mission and their representatives, officials from the Energy Market Authority (EMA), and senior embassy representatives. Participants exchanged views on strategies to strengthen energy resilience in both the short and long term, while exploring pathways to accelerate the region’s transition towards more stable and sustainable energy systems.
