
Viet Nam’s President and Communist Party General Secretary H.E. Tô Lâm will open the 23rd IISS Shangri-La Dialogue in Singapore on 29 May 2026, addressing global defence and security leaders.
His Excellency Tô Lâm, General Secretary of the Central Committee of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam, will deliver the keynote address at the 23rd edition of the IISS Shangri-La Dialogue.
The summit will take place from 29 to 31 May 2026 at the Shangri-La Hotel Singapore in Singapore. The annual event is recognised as Asia’s leading defence and security summit, bringing together defence ministers, military leaders, policymakers, business executives and security experts from across the Asia-Pacific region, Europe and North America.
President Tô Lâm will officially open the summit with his keynote speech on Friday, 29 May 2026. His address is expected to highlight Viet Nam’s strategic outlook and regional security perspectives during a period of global geopolitical uncertainty.
Dr Bastian Giegerich, Director-General and Chief Executive of the International Institute for Strategic Studies, said that President Tô Lâm assumed office during a time of major global turbulence affecting the Asia-Pacific region. He added that the Vietnamese leader has shown a willingness to engage with global defence policymakers and share Viet Nam’s strategic views.
The IISS expects more than 550 delegates from over 40 nations to attend the summit this year.
Last year’s keynote address was delivered by Emmanuel Macron. Previous keynote speakers at the Shangri-La Dialogue have included Narendra Modi, Fumio Kishida, Anthony Albanese and Ferdinand R. Marcos Jr..
Organisers said more announcements regarding speakers and programme details will be made closer to the event.
