Secretary-General of ASEAN Dr. Kao Kim Hourn participated in the Heads of Civil Service Meeting for the 8th ASEAN Plus Three Cooperation on Civil Service Matters (ACCSM+3) on 5 August 2026 in Siem Reap, Cambodia. The meeting brought together senior civil service leaders from ASEAN Member States and the Plus Three countries to discuss priorities for strengthening regional cooperation and advancing innovation in public administration.

Held under the theme “Innovation for Better Service Delivery,” the meeting served as a platform for participants to exchange views on enhancing public sector performance and reinforcing cooperation among ASEAN Plus Three partners. The gathering formed part of the ACCSM+3 framework, which promotes collaboration on civil service development, governance, and institutional capacity-building across the region.

A key outcome of the meeting was the adoption of the ACCSM+3 Work Plan 2026–2030, which established a framework for future cooperation in public administration. The work plan outlined priorities including the promotion of citizen-centred and inclusive public services, the development of human resource management practices for the future of work, leadership development, innovation, and the strengthening of public sector values.

During the meeting, Dr. Kao briefed participants on the relevant outcomes of recent ASEAN meetings, providing updates on regional developments and ASEAN’s ongoing priorities. He also delivered a statement on the meeting’s theme, highlighting the importance of innovation in improving service delivery and supporting effective, responsive, and inclusive public administration across the region.

The discussions reaffirmed the commitment of ASEAN and its Plus Three partners to strengthening institutional cooperation and enhancing the capacity of public services to address evolving regional needs. Participants also underscored the value of continued collaboration in developing resilient, future-ready civil services.
