In his address, PM Lee highlighted the critical role played by ISD in safeguarding the nation against various threats, both foreign and domestic. He emphasized that while the vision and inspiration of leaders are essential for nation-building, a robust intelligence agency is equally crucial to defend against covert activities and external influences.

PM Lee traced the origins of ISD back to the establishment of the Singapore Special Branch 75 years ago during the Malayan Emergency. He underlined that ISD’s responsibilities extend beyond countering communism, encompassing a diverse range of modern challenges such as terrorism, foreign influence operations, and domestic vulnerabilities.

He cited instances where the agency successfully identified and rehabilitated self-radicalized individuals, underscoring the agency’s commitment to maintaining racial and religious harmony.

Furthermore, PM Lee emphasized the evolving nature of terrorism, with transnational Islamist groups adapting new strategies and tactics. He also highlighted the emergence of far-right extremism, necessitating continuous vigilance and preparedness.

Regarding foreign influence and espionage, PM Lee discussed the covert threats that ISD combats. He cited cases involving attempts to subvert, manipulate, or compromise Singapore’s interests. He emphasized the need for vigilance and strategic decision-making in response to these threats.

PM Lee also underscored the importance of addressing domestic vulnerabilities, including racial, religious, and social divisions. He commended ISD for its role in providing timely information and insightful assessments to the government, contributing to the effective functioning of Singapore’s democratic process.

In conclusion, PM Lee praised ISD officers for their unwavering dedication and acknowledged their critical role as silent heroes safeguarding Singapore. He expressed gratitude to all present and past ISD officers for their tireless efforts in ensuring the security and sovereignty of the nation.
