Singapore and Qatar reviewed bilateral initiatives and discussed regional developments during meetings in Doha.
Singapore Minister for Foreign Affairs Dr Vivian Balakrishnan made a working visit to Qatar from 16 to 17 September 2026, accompanied by Minister of State in the Ministry of Foreign Affairs and the Ministry of Home Affairs Zhulkarnain Abdul Rahim. During the visit, Dr Balakrishnan met Qatar Prime Minister and Minister of Foreign Affairs Sheikh Mohammed Bin Abdulrahman Al Thani and Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saoud Bin Abdulrahman Al Thani.
The meetings covered opportunities to deepen bilateral cooperation and both countries’ shared commitment to upholding a rules-based international order. Dr Balakrishnan and Sheikh Mohammed also exchanged views on regional developments and diplomatic efforts relating to security and stability.
On 16 September, Dr Balakrishnan co-chaired the third Qatar–Singapore Implementation Monitoring Mechanism (IMM) meeting with Qatar Minister of State for Foreign Affairs Sultan Bin Saad Al Muraikhi in Doha. The IMM operates under the Qatar–Singapore High-Level Joint Committee (HLJC), which serves as the primary platform for advancing bilateral cooperation.
The co-chairs reviewed progress on bilateral initiatives under six Technical Working Committees covering Information and Communications Technology, Security, Business, Legal, Sustainability and Social Development. They welcomed the progress made in bilateral cooperation since the previous IMM meeting in August 2019 and reaffirmed the mechanism’s role in following up on initiatives under the HLJC.

According to Qatar’s Ministry of Foreign Affairs, the meeting also reviewed implementation of outcomes from previous IMM meetings, with both sides expressing satisfaction with the progress achieved. The two sides agreed to follow up on the outcomes of the third meeting through diplomatic channels and specialised technical working committees.
The co-chairs endorsed the Joint Statement on the Third IMM Meeting at the conclusion of the meeting. They also agreed to hold the fourth IMM meeting in Singapore in 2027, providing a further platform to review progress and discuss bilateral cooperation.
The third IMM meeting continued the established framework for Singapore-Qatar engagement. The second IMM meeting, held in Singapore in August 2019, similarly reviewed work undertaken by the six Technical Working Committees and endorsed a joint statement on bilateral cooperation
